با توسعه و پیشرفت شهر نشینی در قرن اخیر یکی مهمترین مسائل مدیریت کلان شهر ها توجه به انعطاف پذیری زیر ساخت ها و عدالت اجتماعی در توسعه آنها است. در این پیشنهاده ارائه مدلی در خصوص شبکه حمل و نقل همگانی به عنوان یکی از کلیدی ترین بخش های شبکه حمل و نقل شهری پیشنهاد می شود که ضمن در نظرگیری تاب آوری شبکه مقوله عدالت اجتماعی را نیز در نظر بگیرد. در نظر گرفتن عدالت اجتماعی در آنالیز های تاب آوری از دو دیدگاه حائز اهمیت است: الف) لزوم توجه به مقوله عدالت در تمام طرح های توسعه ای ب) تاثیر بالقوه عدالت اجتماعی بر تاب آوری اجتماعی جامعه که به تبع آن تاب آوری کل سیستم را تحت تاثیر قرار می‌دهد. در این پیشنهاده ضمن بررسی گسترده ادبیات موضوع در سه زمینه تاب آوری شبکه حمل و نقل، عدالت اجتماعی و عدالت اجتماعی در حمل و نقل رابطه بین عدالت اجتماعی و تاب آوری کلی سیستم تشریح شده است. در نهایت با ارائه چند پیشنهاد پژوهشی، نتایج احتمالی پژوهش‌ها مطرح و برنامه زمانی کلی انجام پژوهش ارائه شده است.
